Rising Damp when buying a house in Wales

We had a call from a customer in South Wales who said:
 “I am in the process of selling my house and the buyer’s mortgage lender has insisted on a specialist timber and damp survey for rising damp.  Because their building surveyor had recorded high damp meter readings on walls during a survey and said that there was extensive rising damp in all walls to the ground floor and that the physical damp-proof course has broken down.  There is no visible evidence of rising damp, only wallpaper lifting, black mould, and perished plaster.  They have also insisted that a sub-floor timber inspection be carried out, even though the ground floor is made of concrete right through!
We instructed a damp-proofing company based in Cardiff, who offers free damp coursing surveys.  The rising damp-proof specialist, who was highly recommended by the estate agents, provided us with an estimate for chemical damp-proofing & plastering works.  We are not happy with the price quoted and want an independent damp survey / second opinion”.

Dampaid were invited to carry out an independent damp survey on this property and found that the original physical damp-proof course had been compromised by high external ground levels and defective guttering. This had resulted in low level damp penetration above the existing physical DPC.  External walls recorded raised damp readings, however the internal walls tested dry.  It makes no sense whatsoever to install a retrofit chemical injected damp-proof course to a property that already has a physical DPC installed, unless damp-proof specialists can show actual visible evidence of failure of the existing DPC.  To our knowledge, no one has yet done this.  Based on our specialist damp report this property has now been sold without additional costs of chemical damp-proofing / rising damp treatment works for the new owners.

Conflicting diagnoses on a house in Wales

We had an email from a client in Mid-Wales who stated:
“I am buying a house in Powys, which requires essential damp repairs.  My home buyers survey report states: ‘You are advised to obtain a specialist rising damp report from a member company of the PCA (Property Care Association) and carry out their recommendations in full. Any damp proofing & timber treatment works undertaken by specialist damp companies should be covered by a long-term insurance backed guarantee.’
On the strength of this the mortgage lender withheld some money (retention) and we have now had four quotes from damp-proofing & timber treatment companies based in and around Cardiff South Wales area.  All of them indicated different damp spots in different parts of the house, and their estimates for damp-proofing works range from £3,500 to £6,750”.

We were asked to carry out an independent damp survey to provide a second opinion to determine the extent of the damp walls requiring treatment.  Upon inspection evidence of damp staining and efflorescence was noted along one part of the rear elevation.  Upon testing all ground floor walls, we found slightly raised readings to this area only.  Elsewhere tested normal.  Using a carbide speedy damp meter we carried out further testing of this wall to determine the moisture content.  Low readings of 3% were recorded which is classed as dry. We were informed by the vendor that the guttering had been blocked and broken for over a year and had been mended about two months previously.  The damp staining and efflorescence had been caused by previous penetrating damp and was in the process of drying out.  The client was advised to obtain a quotation from a reputable builder to remove the defective wall plaster and replace with new.

Almost all damp-proofing timber treatment contractors make their money by offering free, or very cheap, damp-proof course surveys and then say you need damp proof injection work done. The unreliability of their diagnoses is underlined by the fact that, as in the above cases, different ‘damp specialist’ companies usually come up with conflicting proposals.  Always use PCA registered independent damp-proof & timber treatment companies who provide meaningful specialist timber and damp reports.  The views of these damp-proofing companies are respected, and often required, by the mortgage lenders.

With any building defect, it is essential that you get a correct diagnosis of the problem before any recommendations for dealing with it can be made. An initial inspection is carried out by a specialist C.S.R.T. surveyor to correctly diagnose the problem and provide the necessary recommended remedial measure to rectify it. Some of our competitors use surveyors who are paid by commission. DampAid Wales UK does not. Depending on instructions received, the surveyor will inspect all accessible walls at ground floor level walls for rising damp using an electric resistance meter and visible observations. (However, he will not normally move external obstructions or internal furnishings). The whole property will be visually inspected for signs of condensation, (backed up by readings taken with a thermo hygrometer, if it is considered advisable to do so). External inspections will be made and relevant comments on building defects such as rainwater goods, sub-floor ventilation etc., will be made where appropriate, to the client or in the report if submitted. Any visual evidence of a physical slate, bitumen,  / retro-fit chemical injected proof course will also be reported upon.

Specialist PCA Damp and Timber Registered Surveyors Providing Timber Surveys and Reports for Damp & Woodworm, Dry Rot, and Timber Decay Accessible timbers will be inspected for wood boring insect attack or timber decay (dry rot, wet rot). Roof timbers will be inspected if safe access is available. Floor timbers will be inspected where accessible. With occupied properties the inspections are usually limited. Fitted carpets will not normally be lifted (unless loose) or furniture moved. Floorboards will not be lifted unless they are loose enough to do so without causing any damage.
